Question:

 When Deleting a Tag - An ORA Error Is Returned
  ORA-01422: exact fetch returns more than    requested number of rows ORA-06512:
 at      "XXXX.TR_D_COMPONENT", line 11 ORA-04088: error during
execution of  trigger 'XXXX.TR_D_COMPONENT' No changes made to database. DELETE FROM "COMPONENT" WHERE…..

Answer:

You  probably have garbage in one of the process function tables.
Run CheckDB to catch  the problem.

Probably there are some -ve values in your tag properties. Worth checking them too and their supporting table.  Some may have numerical number instead of a descriptive text. This happen when the user deleted data in the supporting table.

Or if it claim to a project, the loop and its tag are not properly claimed.
